Purpose

Section 106 has been approved s a contribution
to the development of outdoor facilities at the Bronte Youth and
Community Centre including a MUGA, Landscaped space for events and
activities, planting and play provision. The DAR recommendations
would allow the signing of a funding agreement with the Bronte YCC
so that the progress toward project delivery can commence.

Decision

For the reasons set out in this report, the
Corporate Director has decided to:
1)   
Enter into a grant agreement to award section 106
grant funding of up to £415,500 to The Bronte Youth and
Community Centre for the delivery of open space improvements to its
premises at St Andrews
and new multi-use games area (MUGA) facility as set
out in this report. The delivery of the funded project in expected
to start on 15/09/2025 and end
31/12/2027.

“Do nothing” – not awarding the
grant would delay compliance with the approved Section 106 funds
allocation and subject the Council to the risk of clawback by the
developer that provided the allocation. 
Reputationally, to do nothing will significantly undermine the
collaborative engagement and development work and risk
destabilising the route to The Bronte achieving
sustainability.
