Purpose

To seek delegated authority approval to award
a contract to Poole Dick Associates Limited for the provision of
Contract Administrator services to support the governance and
delivery of the Warm Homes Local Grant (WHLG) programme, following
a compliant competitive tender via Procure Plus DPS (Lot 6 –
Contract Administrator and Employer’s Agent).

Decision

For the reasons set out in this report, the
Corporate Director has decided to:
Award a contract to Poole Dick Associates
Limited for the provision of Contract Administrator services for a
period of 2 years and 5 months, with extension options of up to 2
years, commencing in November 2025 for a total value of
£113,396.

Alternative options considered

Do nothing – Not appointing a Contract
Administrator would breach LCRCA grant conditions and expose the
Council to financial and compliance risks.
Appoint internally – The Council lacks
sufficient in-house resource and specialist retrofit contract
administration expertise.
Direct award – May not deliver best
value and exclude local suppliers / SMEs.
