Award Contract for the West Derby Road
Detailed Design Team following a mini competition through the
Highways Processional Services Framework

Decision

For the reasons set out in this report, the
Corporate Director has decided to:
1)   
Award a contract on NEC 4 PSC terms to the successful bidder
specified in exempt Appendix 2 for the detailed designs for the
West Derby Road active travel corridor with an estimated value of
£374,086.70 excluding VAT.

Alternative options considered

Do Nothing- this option has been discounted.
By not appointing a design team to further develop the West Derby
Road Active Travel corridor the Council would risk non delivery of
new active travel infrastructure and risk potential claw back of
external funding that the Council has received. Funding has been
made available from ATE and non-delivery of the scheme may impact
the Council being awarded funding for similar schemes in the
future.
 
Undertake an alternative form of procurement,
such as Design and Build. However, this would place unacceptable
risk to the Council due to the absence of survey data to inform
designs. It has therefore been agreed that a traditional,
standalone commission presents best management of risk to the
Council.
 
Undertake the work in-house – the
Council does not have the capability or expertise to undertake the
works required.
