Purpose
To award contract for supply, installation,
operation and maintenance of 300 EV column chargers using ORCS
grant funding
Decision
For the reasons set out in this report, the
Corporate Director Neighbourhoods and Housing in consultation with
Section 151 Officer and Cabinet Member for Transport and
Connectivity has decided:
1)
to award a concession contract for the supply, installation,
maintenance and operation of 300 EV column chargers to the selected
Chargepoint Operator (CPO) described in exempt Appendix 4 to this
report for an initial period of ten years.
Alternative options considered
Do Nothing – this option was
discounted as the Council has a target to install 2,000 additional
chargers by May 2027. Not accepting the
grant would result in the Council needing to support the
installation of further EV chargers from Council funds so this
option was discounted. Also not
accepting the grant would not support the Council’s journey
to Net Zero Carbon by 2030 and could discourage drivers from
switching to electric vehicles due to the lack of reliable charging
options.
Use alternative funding – this is
already being explored including the Local Electric Vehicle
Infrastructure (LEVI) fund and £9.647m has been allocated to
the Liverpool City Region Combined Authority for installing EV
chargers across the Liverpool City Region. Liverpool City Council
is expected to receive an allocation of this funding that is still
to be determined. Therefore this option
was discounted as alternative funding is not available at this
time.
