Purpose

Extension of the existing Public Space
Protection Order that extends powers to officers to deal with
irresponsible and inconsiderate dog owners. The powers allow for
enforcement against offences such as dog fouling, aggressive dogs
and dogs not being on a lead in protected areas such as cemeteries
and play areas.

Decision

For the reasons set out in this report, the
Corporate Director has decided to:
1)   
Approve the extension of the PSPO Dog Controls under section 60 of
the Anti-Social Behaviour, Crime and Policing Act 2014 for a
further three years until 29th November 2028.
 

Alternative options considered

Do nothing. Doing nothing would result
in the expiration of the existing PSPO. As a result, Council
officers and those of its partners such as the police will no
longer have a mechanism by which to enforce for issues such as dog
fouling and dogs being allowed into areas such as cemeteries and
play areas. This will not only result in an increase in complaints
being made to the Council but would also represent a serious risk
to public health. For this reason, this option was rejected.
