Purpose

This report seeks the delegated authority to
award an access, and boundary works contract to Urban Groundscapes
Ltd. The project includes replacement of circa 250m of boundary
fencing, the upgrade of two existing entrances, the creation of two
new access points and associated landscape works, at the Pony
Fields Greenspace within the Springwood Ward

Decision

For the reasons set out in this report, the
Corporate Director has decided to:
1)   
Award an access and boundary works contract for works at the Pony
Fields Greenspace within the Springwood Ward with an estimated
value of £132,023.36 excl. VAT to Urban Groundscapes Ltd.
2)   
Approve an exemption for the award of this contract from the
competitive procurement procedures set out in the Council’s
Contracts Standing Orders in accordance with Reg 7.2 Contracts
Standing Orders.

Alternative options considered

Do nothing” – this is not a feasible
option as the site boundary is currently open and dilapidated, in
sections and the lack of safe access points poses a risk to the
public. S106 allocation are timebound and risk clawback if not
spent in line with the terms of the associated agreement.
 
“Undertake a further
Procurement Exercise” – This would cause a significant
delay in resolving safety issues. 
Despite market testing there is no guarantee that a further
procurement process would be successful.
