Management System.
Decision
For the reasons set out in this report, the
Corporate Director has decided to:
1)
Award a contract to Imperial Civil Enforcement Solutions Limited
for the provision of an ICT system to administer the issuing and
general management of Penalty Charge Notices (“PCN”)
and parking permits for a period of 12 months at an estimated cost
for the initial 12 month period of
£177,285 (exc VAT), with an
option to extend by a further 12 months if required.
Alternative options considered
Do nothing. Without a system to manage PCNs or
parking permits, Parking Services would be unable manage and police
parking within the city which is unacceptable. Therefore, this
option has been discounted.
Undertake a competitive procurement process.
The current contract has expired so there is now no time to
undertake a competitive procurement process. Therefore, this option
has been discounted.
Award a contract to an alternative supplier.
The current contract has expired and requires immediate
replacement, and awarding to an alternative supplier would require
significant time to implement a new system and migrate existing
data. Therefore, this option has been
discounted.
