Purpose
The report seeks the approval to award a
contract for the provision of food waste liners as part of the food
waste collection service to all households which is a legal
requirement from 1st April 2026.
Decision
For the reasons set out in this report, the
Corporate Director has decided to:
1)
Award a call-off contract via the Yorkshire Purchasing Organisation
(YPO) Framework – Reference 1185: Plastic Wheeled Bins,
Caddies, Other Waste Products & Distribution for the provision
of food waste liners to Cromwell Polythene Ltd for a period of 12
months commencing on 9th February 2026 with total value
of £134,378.24 excluding VAT.
Alternative options considered
Not to implement food waste collections. This
option was rejected because of the service being legally required
under the Environment Act 2021.
Not to provide food waste liners to residents.
This option was rejected as best practice guidance highlights the
importance of removing any barriers to participation at the
beginning.
In terms of procurement, the Council did have
the option of managing the procurement of food waste liners
required by the city. This was rejected on the basis the Council
would be in competition with its partner local authorities in
securing the required resource. Joint procurement for the food
waste vehicles and caddies delivered economies of scale and
therefore has delivered better value for the Council and
residents.
