Purpose
On the 20th January the council received an
MOU relating to the Local Supported Housing Strategies 2025-2026.
The MOU sets out the grant amount that Liverpool City Council will
achieve and outlines how it can be spent. This DAR requests
approval to sign the MOU and accept the grant.
Decision
For the reasons set out in this report, the
Corporate Director has decided to:
1)
accept the grant funding from MHCLG as detailed in the MoU at
appendix 1 and enter into the subsequent Grant Determination
Letter.
2)
start a procurement exercise to appoint a consultant(s) to
undertake a needs assessment and support the development of
the strategy for an
anticipated period of13 months up to a contract value of
£120,000 (excluding VAT).
Alternative options considered
To not sign the MoU and therefore not accept
the grant. This is not an option as set out in 2.1 there is no
identified financial resource of capacity within teams to undertake
the development of the Supported Housing Strategy within the 31
March 2027 deadline.
To do the work ‘in-house’ rather
than procure a consultant. This option was discounted as there is
no internal capacity to complete the work within the 31March 2027
deadline and external expertise would be required for the needs
assessment.
