Purpose

For the reasons set out in this report, the
Returning Officer has decided to:
1) Hold a ballot for the proposed Culture & Commerce Business
Improvement District as requested by the Liverpool BID company in
its request dated 19th January 2026 for the proposed BID
arrangements set out in appendix 2.

2) Appoint Civica Electoral Services Ltd to carry out the ballot on
behalf of the Returning Officer.

Decision

For the reasons set out in this report, the
Returning Officer has decided to:
1)   
Hold a ballot for the proposed Culture & Commerce Business
Improvement District as requested by the Liverpool BID company in
its request dated 19th January 2026 for the proposed BID
arrangements set out in appendix 2.
 
2)   
Appoint Civica Electoral Services Ltd to carry out the ballot on
behalf of the Returning Officer.

None - the Returning Officer is obliged to
arrange a ballot on receipt of an instruction from the local
billing authority and the council’s Electoral Services do not
have capacity to carry out the ballot internally.
