Purpose

College.
Decision
For the reasons set out in this report, the
Corporate Director has decided to:
1)
award a Design and Build contract for phase 2b refurbishment works
at Palmerston College for up to a total value of £1,976,305
(excluding VAT) to Seddon Construction Limited.
Alternative options considered
Do nothing: this has been discounted as not
delivering the Phase 2b refurbishment works to give capacity for up
to 18 PLMD pupil places would work against the Council’s
statutory duty to provide school places for pupils who may need to
be placed at non-maintained independent schools. This would come at
a significant cost to the Council and could result in ongoing
annual costs of circa £385k for the Council.
Open Tender or mini competition: a procurement
exercise has been discounted as it puts the required October 2025
occupation at risk. Seddon have successfully delivered the Phase 1
and Phase 2a works on the site and efficiencies in cost and
delivery would be anticipated given Seddon’s familiarity with
the building and the project. During the delivery of previous
phases the Seddon site team have
developed strong relationships with the school. This relationship
will be key to the successful delivery of this final phase. It will
aid delivery within the tight timescales required and help to
minimise risk and delays.
