Purpose
Award of a contract to deliver construction of
a temporary car park on Council owned land adjacent to Millstead
Primary School. The car park is to be used by school staff and will
provide taxi waiting bays for pupil transport
Decision
For the reasons set out in this report, the
Corporate Director has decided to:
1)
Enter into contract with Huyton Asphalt
Civils Limited to deliver a temporary car park at a location
adjacent Millstead Primary School South, Naylorsfield Drive, for an estimated total value of
£202,000 excluding VAT.
Alternative options considered
Do nothing – this is not an option due
to the known existing highways issues outside of the school. These
issues will only increase with the addition of new temporary staff
and additional pick up/drop off vehicles therefore traffic
mitigation measures are required as part of the Project
delivery.
Expand existing car park within school
boundary – expansion of the existing car park has been
tested and an additional 6 spaces could
be provided. However, this would still not provide enough
additional spaces to accommodate all staff and visitor parking. A
temporary car park for staff to use will help to address this.
Procure the works via a variation to the
existing building contract at the Millstead site - Although this
may result in a programme benefit, the Council would have to obtain
DAR approval as the variation would likely be over the
£100,000 threshold, potentially limiting programme benefit.
This option would also incur additional cost due to the incumbent
contractor’s management of the works. This would mean additional cost for preliminaries,
expected risk percentages, overheads and subcontractor prelims,
which would increase the contract sum significantly. For the above
reasons, this option is not recommended.
Procure the works via a public sector
procurement framework (e.g.: Pagabo, Procure Partnerships) –
this option is not recommended as the list of contractors available
via these frameworks are typically more suited to delivering
multi-disciplinary construction work rather than civils only. The
use of an external framework would also unnecessarily increase
costs through increased preliminary and overhead costs and is ruled
out as a result.
