Decision

For the reasons set out in this report, the
Corporate Director has decided to:
1)   
Approve the commencement of a procurement process to identify and
appoint a contractor to undertake a Structural Assessment of
Bowring Park Viaduct for an estimated period of February 2026 to
August 2026 with an option to extend for a further 2 months at no
further cost.

Alternative options considered

Direct Award – Direct Award could
reduce the competitiveness of the price alongside not being a
compliant Procurement.  This option has
therefore been discounted.
 
Do Nothing – A Do Nothing option
would put the Council at significant financial risk.  The detailed design and associated site works
could have significant delays with delay costs associated, as a
competent contractor would place significant risk associated with
any concrete repair works to a Post Tensioned Structure without a
valid Structural Assessment.  This
option has therefore been discounted.
