Purpose
This report seeks approval to commence a
procurement exercise for Extra Care Services across the City of
Liverpool, to develop and procure a new co-produced Extra Care
Contract for services at Brookside House, Latham Court, Links View,
Meadow Court and Millachip Court. This will ensure that the future
provision maximises independence, choice and control for service
users.
Extra Care services are required by Liverpool City Council (the
“Council”) because they deliver a comprehensive,
strategic response to multiple overlapping
challenges—supporting individuals, families, and the wider
community. Extra Care services provide a balanced, lower-cost
service compared to residential or nursing homes by reducing
hospital admissions and delaying institutional care. This provision
offers self-contained, adaptable homes with tailored personal and
domestic support, allowing residents to live dignified, fulfilling
lives.
Decision
For the reasons set out in this
report and its appendices, the Corporate Director has
decided to:
Commence a procurement
process for the provision of care and support
services at 5 extra care schemes for a duration
of 3 years from 1st September
2026, with an option to extend for up to a further 3
years for a total estimated value of £17.891m
excluding VAT over a 6 year period.
Alternative options considered
Do Nothing - The Council could opt to do
nothing and allow the existing extra care scheme contracts to
expire. This option was considered and rejected as
it would result in the Council being required to secure services
beyond the current end date of the contract under individual
contracting arrangements for each occupant with either the
current providers or alternative care at home
providers. This option would be inefficient
and would represent a significant change in
service provision.
The Council could have opted
to let the current contracts expire and
then move to “spot purchasing”
arrangements. This option was considered but
not pursued as it would not have been in the Council’s best
commercial interests at this point.
