Decision

For the reasons set out in this report, the Corporate Director has decided to:

1)    Award a contract to Support Revolution Limited for software and hardware, support and maintenance services for the Council’s Oracle eBusiness Suite for 12 months from 1 December 2026 to 30 November 2027 at an estimated cost of £145,565.13 (exc. VAT). 

Alternative options considered

Undertake a new procurement exercise – The Oracle system is going to be replaced in Summer 2027 as part of the ERP project.  Until the new system is live, Oracle will need continued support.

Alternative services – in the initial exercise that saw Support Revolution awarded the contract, one supplier failed to respond, and the other was outscored by Support Revolution.  Support provided by Oracle is expensive and does not represent value for money.

Do nothing – will result in there being no support for Oracle, including no method of applying statutory upgrades to meet legislative obligations.  This could potentially result in there being no system available to pay employees.
