DAR for 3 month extnesion of Help to Live at Home Framework

Decision

For the reasons set out in this report and appendices, the Corporate Director has decided to extend the term of the Council’s Help to Live at Home Framework Agreement (DN419864) for a period of three months from 15 December 2026 to 14 March 2027.

Alternative options considered

The Council could opt to do nothing and allow the existing HtLaH framework

to expire. This option was considered and rejected as it would result in the Council being required to secure services beyond 15 December 2026 under

individual contracting arrangements with providers across the market. This

option would be inefficient and would not enable the Council to commission and procure future services strategically to ensure delivery of the adult social care vision, to secure best outcomes or best value.

The Council could opt to recommission a like for like Care at Home service reflecting the current Help to Live at Home model, but given ongoing work on the new model which would more effectively provide care services, there is no time to simply replace like-for-like and instead, the Council requires a short extension of the existing agreement in order to undertake a procurement for the new model.
