Purpose

This report seeks approval to commence a direct award of the refurbishment/replacement works at Park Hill Allotments to Liverpool Streetscene Service Limited.

Decision

To direct award a 12-month contract to Liverpool Streetscene Services Limited (LSSL) for the supply and installation of new allotment infrastructure and siteworks at Park Hill Allotments. The contract is anticipated to start on 10th June 2025 and has a total estimated value of £235,000.00 [excluding VAT].

Alternative options considered

“Do nothing” – this is not a feasible option as the allotment infrastructure failing and some areas have become inaccessible. In its current state, it will soon not meet the required Health & Safety standards and the site would have to be closed.

“Undertake Procurement Exercise” – this was not pursued as LSSL has been identified as an appropriate provider of the required services described in this report. There is a contract between the Council and LSSL in place for Environmental Services and specifically grounds maintenance, cleansing and infrastructure works within green and open space.
