Purpose

Refurbish a Council-owned property into a regulated, therapeutic four-bed children’s home for young people with complex mental health needs and challenging behaviours. The scheme aims to reduce reliance on unregistered and out-of-area placements, improve outcomes and safeguarding, and support Liverpool’s Children’s Sufficiency Transformation Programme.

Approval is sought for an £0.8m Council capital contribution to unlock £1.13m of secured Department for Education funding and Integrated Care Board 50% revenue support (placement). The proposal is expected to deliver long-term cost avoidance through reduced use of high-cost external placements while providing a sustainable, locally controlled model of care for some of Liverpool’s most vulnerable children
