Purpose

This report records the decision for Liverpool City Council to appoint a consultant to provide business case support services following the conclusion of a competitive procurement process.

Decision

1)    Award a contract under the Liverpool City Council Highways Professional Services framework for the provision of business case support services to the preferred bidder as identified in Appendix 4, for a period of 12 months and for a total estimated value of £127,069.28 (excl. VAT).

Alternative options considered

Do nothing.  The council would not have sufficient resource capacity or expertise with respect to business case development to support these projects.  Without the procurement of specialist business case support services, this would result in failure to comply with governance/gateway requirements and prohibit the release of capital funding to proceed with the projects. Therefore, this option has been discounted.
