Purpose

Seeking approval to be included in the City of
London’s procurement of a new e-service provider. The service
provides an online contraception and sexually transmitted
infections (STIs), HIV and blood borne viruses (BBV) testing and
results management service, for sexually active individuals aged 16
years and older, residing in participating London boroughs.

Decision

RESOLVED:
That Cabinet:
A. Approve Merton Local
Authority’s inclusion in the City of London
Corporation’s procurement of a new contract for the London
Sexual & Reproductive Health E-service SHL.UK, on behalf of all
participating boroughs in London.
B. Approve delegated authority
to award the contract and any subsequent contract extensions
arising from this procurement exercise to the Executive Director
for Adult Social Care, Integrated Care & Public Health, in
consultation with the Lead Member for Health & Social Care. The
approximate date of the contract award decision is on the Corporate
Forward Plan and the call-in period will still be observed. An
Inter-Authority agreement (IAA) will be signed with City of London
Corporation to enter into a contract
with the service supplier.
C. Approve the Local
Authority’s financial commitment to the London Sexual &
Reproductive Health E-service SHL.UK for Merton residents as
detailed in Appendix 1.
D. Approve a one-off fee to the
City of London Corporation for undertaking the procurement of the
contract as detailed in Appendix 1. Ongoing management of the
contract will be included in the existing management fee which
Public Health pay to be part of the London Sexual Health Programme
(LSHP).
