Purpose

This report seeks approval to extend the Environmental Enforcement contract for the maximum allowable period of two years. In addition, approval is sought to vary the contract by withdrawing the stray and abandoned dogs service from its scope and procuring this element separately. This approach will provide the Authority with increased flexibility and help achieve better value for money while continuing to meet its statutory obligations.

Decision

RESOLVED:

Cabinet is asked to:

A. Approve the extension of the environmental enforcement contract (without the stray/abandoned dog provision) from April 2027 for a further 2 years until April 2029. A separate procurement exercise will be carried out for provision of a stray/abandoned dog contract for commencement in April 2027.

B. Note the variation to remove the animal welfare aspect of the contract, which will now be procured separately. The provision of welfare services for stray/abandoned dogs is a statutory responsibility for Local Authorities.

C. Delegate authority to award any subsequent variations of this contract to the Executive Director of Environment, Civic Pride and Climate in consultation with the Cabinet Member for Cleaner Streets, Environment and Transport.
