Record of the
Chairman of the Council’s decision:
 
(a)  
Following Council recommendations in respect of the submission of a
Business Case to Government any executive decision taken by Cabinet
on 24 September in respect of the submission of a business case for
Local Government Reorganisation in West Sussex is reasonable in all
the circumstances; and in particular taking into account the
reasons listed below and;
 
(b)  
 is therefore to be treated as a matter
of urgency, as any likely delay caused by the call in process will
seriously prejudice the Council’s or the public’s
interest;
 
(c)  
pursuant to paragraph 14.14 Part 4 (vii) of the Constitution, Call
In may be disapplied in this instance to allow for the timely
submission of a Business Case to central government.
