Purpose

The purpose of the report was to seek approval of the proposals to improve walking and cycling provision on the Green Lane Active Travel Corridor.

Decision

ORDERED that Executive approve the Green Lane Active Travel Corridor scheme, considering the issues raised and proposed mitigations.

Reasons for the decision

REASONS

The proposals improved sustainable transport choices and road safety. This assisted the Council’s Green Strategy and Road Safety Agenda. It further supported social mobility, which was a key component for increasing economic activity.

The proposals improved accessibility to key retail, healthcare, employment and education opportunities.

The proposals supported road safety for all by physically segregating cycles from vehicles, signalising a key junction and creating additional crossing points. Active travel modes currently accounted for 38% of accidents but only 0.68% of corridor users. This suggested that people did not feel safe using the corridor for active mode travel.

Alternative options considered

An alternative option had been to do nothing. This had not been recommended as it would not have allowed for the delivery of infrastructure improvements and risked the loss of funding, if not able to be reallocated.

The alternative option had been to implement an alternate project. This had not been recommended as the proposals had been amended following highway assessments, and engagement with highway users and statistics at the disposal of the Authority.
