Purpose
To consider approving the forward funding of
capital fitout works to a newly built unit at The Lakes and for it
to be leased as a new health centre.
Content
1. That the
resource allocation and spend approval of up to £2.504m in
the 2026/27 Capital Programme to fund the capital works, be
approved.
2. That
included within the resource allocation, up to £2.057m of
forward funding, pending receipt of anticipated future developer
contributions, be approved, with the repayment of the funding being
made by the occupier over a 30-year lease term.
3. That
Council be recommended to agree borrowing of £2.057m of
forward funding for this project, via the Capital Programme and
Treasury Strategy which will be considered as part of the 2026/27
budget setting on 18 February 2026.
4. That the
commencement of a further competitive procurement process for a
contractor to fit out the Health Centre via the Pagabo Refit and
Refurbishment National Framework be approved which will be
evaluated on Price (40%) and Quality (60%).
5. That,
subject to the successful tender coming within the allocated
budget, authority be delegated to the Director of Environment and
Property, in consultation with the Director of Finance and
Resources, to award the contract(s) for works.
6. That a
lease to Whaddon Healthcare be granted for the units known as 4
Pitsford Walk, Bletchley, subject to agreement of Heads of
Terms.
7. That a
Section 96a Non-Material Amendment be submitted for the change of
use of the building along with submission of a S73 application of
the Town and Country Planning Act 1990 relating to the land to be
used for car parking purposes.
