Content

1.1 That the public and press be excluded from
the meeting by virtue of Paragraph 3 (Information Relating to the
Financial or Business Affairs of the Authority) of Part 1 of
Schedule 12A of the Local Government Act 1972, in order that the
meeting consider exempt Annexes B to D to the report.
1.2 That a Hybrid Housing Services delivery
model, comprising the below, be agreed in principle, subject to
market assessment, consultation, and other appropriate preparatory
activities: (a) direct delivery by MKCC of compliance services
(excluding gas services) and capital works commencing from April
2024; and (b) commissioning of reactive repairs and maintenance
services, including gas servicing and ancillary capital activities
from April 2025. (69) MK City Council, Civic, 1 Saxon Gate East,
Central Milton Keynes, MK9 3EJ
1.3 That once consultation(s) and other work
is complete, a further executive decision to confirm the direct
delivery plans from April 2024 and the procurement strategy for
repairs and maintenance from April 2025, be taken.
1.4 That £250,000 of resources are set
aside this financial year to carry out market assessment,
consultation, and preparatory activities, funded by the current
forecast in-year underspend in the Housing Revenue Account.
1.5 That the existing Mears contracts, the
term partnering contract and the project partnering agreement be
extended from 31 March 2024 to 31 March 2025, and varied, with
negotiated flexibility for specific services to be transferred to
the Council for direct delivery by the Council during the extension
period, starting with compliance and then capital activities.
1.6 That authority be delegated to the
Director of Environment and Property to agree the price and scope
extension of Mears contracts, subject to standard contract
processes.
1.7 That required consultation be undertaken
for tenants and for leaseholders.
1.8 That the direct award of a contract to
Mears up to the end of 2025/26 to carry out Social Housing
Decarbonisation (SHDF) grant funded programme, via the Prosper
framework (ref DN608786) for decarbonisation retrofit (including
refurbishment work), be agreed.
1.9 That authority be delegated to the
Director of Environment and Property, in consultation with the
Director of Finance and Resources and Director of Law and
Governance, to finalise the arrangements for contracting under the
Prosper Framework.
