Purpose

To consider approving the establishment of an Open Procurement Framework for temporary accommodation to support the Council’s statutory homelessness duties.

Decision

1. That an Open Framework for Temporary Accommodation under Section 49 of the Procurement Act 2023 for a maximum period of eight years, be established, and which may be re-opened as necessary throughout its duration to establish successive framework arrangements and admit new providers in accordance with the requirements of the scheme.
2. That authority be delegated to the Director of Adult Services, in consultation with the Cabinet member for Housing, to:

(a)        approve the admission of bidders to the framework and to any successive frameworks established the scheme; and

(b)       award the contracts arising from the framework.

1. That the procurement of a housing management system from Access Adam via a national framework for three years with the option to extend for three years and a further two years (eight years in total), be approved.
