Purpose
To consider approving the prioritisation,
approach and management of the disposal of land and assets deemed
surplus in both the General Fund and Housing Revenue
Account.
Content
1. That the
property disposals strategy and policy as outlined in Annexes A and
B to the report, be adopted.
2. That up
to 4% of the capital receipts be allocated to both Legal and Estate
Surveyor resources and any other associated disposal costs, to
deliver the total programme of
disposals.
3. That the
Director of Environment and Property, in consultation with the
Cabinet member and the Director of Finance and Resources, be
authorised to approve the arrangements
for each property or site:
(a) the method of
disposal and demonstration of best consideration in accordance with
Section 123 of the Local Government Act 1972; and
(b) the setting of the
disposal reserve price (where the disposal method is by
auction).
4.
That the
Director of Environment and Property, in consultation with the
Director of Finance and Resources, be authorised to appoint external consultants and
professional advisors including legal, property and valuation in
line with the Council’s Contract Procedure Rules to progress
individual disposals.
5.
That the Director of Environment and Property, in consultation with
the Director of Finance and Resources, be authorised to dispose of single-dwelling Housing
Revenue Account properties which are uneconomic to repair, and
which are not currently identified for disposal but are recommended
for disposal by the Assistant Director for Housing Maintenance and
Investment and Corporate Health and Safety.
