Motion 2: Adoption and Integration of Artificial Intelligence in Milton Keynes

RESOLVED:
1. That this Council notes
that:
a)
The rapid advancement
and integration of Artificial Intelligence (AI) in various sectors
globally.
b)
Milton Keynes is a
world-leading smart city with a strong commitment to the tech
sector with residents in the city having good access to jobs in
tech, as one in three jobs in Milton Keynes are in tech which means
it is uniquely positioned for the adoption of Artificial
Intelligence.
c)
The historic
significance of Bletchley Park in the city, known for its
pioneering work in code-breaking and computing and the first
multi-national agreement on the future of Artificial Intelligence
was signed here.
d)
The city’s
successful trials in new electric car charging technology and
hosting the European Smart City Robotics Competition for the second
time, as well as leading the way in trialling the next generation
of transport and connectivity technology, demonstrating our
commitment to innovation and sustainability, leading to more
high-quality jobs for the city’s residents.
e)
AI has the potential
to enhance the efficiency, effectiveness, and quality of public
services that Milton Keynes City Council delivers, as well as to
improve educational outcomes, healthcare services at MKUH and the
operation of businesses across the city.
f)
Ethical issues
surrounding AI including bias, privacy, and accountability should
be carefully managed to ensure public safety and trust.
g)
The City
Council’s Tech, Smart City, Digital, and Creative Industries
Strategy for 2024-2029.
h)
D26 and L78 in the
City Council’s Delivery Plan 2024/25.
2. This Council therefore resolves
to ask the executive to:
a)
Continue to encourage
and build upon the use of AI in as many council processes where it
is appropriate and affordable to do so (noting existing work on
potholes, improved service delivery, enhanced decision making, and
increased operational efficiency).
b)
Consider working with
a provider to explore and test the benefits of AI in all sectors of
Council business.
c)
Support the
integration of AI in educational institutions to provide
personalized learning experiences and improve educational
outcomes.
d)
Advocate for the
adoption of AI technologies in Milton Keynes University Hospital to
enhance patient care, streamline administrative processes, and to
support medical research and innovation.
e)
Work with local
businesses to facilitate the adoption of AI technologies to enhance
productivity, innovation, and to ensure more high-quality tech jobs
for the city’s residents.
f)
Continue to build on
the emerging role as a centre of innovation that the city already
holds and continue engage with the community to hold an annual AI
event in the city as the Administration set out to do in the
Delivery Plan.
g)
Consider and recommend
the most appropriate way for elected Councillors to ensure
appropriate decision-making checks and balances, and to explore,
consider, and oversee the use of Artificial Intelligence, with a
view to developing guidelines and best practices for responsible AI
use.
