Purpose
To consider approving the procurement and
appointment of a development partner to take forward the initial
phase of the RDF, including the Brunel Centre and the former
Sainsburys car park sites, as well as the wider redevelopment of
this area in Bletchley and Fenny Stratford.
Content
1. That the
public and press be excluded from the meeting by virtue of
Paragraph 3 (Information relating to the Financial or Business
Affairs of the Authority) of Part I of Schedule 12A of the Local
Government Act 1972, in order that the meeting may consider exempt
Annexes B, C, D and F to the report.
2. That the
commencement of a procurement of a Development Partner for the
comprehensive redevelopment of the Brunel Centre and adjoining land
be approved, by way of the delegation of authority to the Director
of Environment and Property, in liaison with the Assistant Director
Finance to:
(a) select an
appropriate procurement route (open or compliant
tender);
(b) finalise the
procurement processes and duration of the agreement; and
(c) secure any
required further specialist consultant input required via RDF
funding.
3. That the
Transfer of the Brunel Centre from Milton Keynes Development
Partnership (MKDP) to the Council for £4.9m be agreed,
subject to appropriate legal condition that MKDP cover any future
revenue deficit to ensure that the Authority’s financial
position is not negatively impacted in any way.
4. That in
respect of the transfer of the Brunel Centre to the Council,
subsidy of £1.25m:
(a) be noted (for
the reasons detailed in paragraph 4a of this report);
and
(b) be agreed (as set
out in exempt Annex F to the
report).
5. That
authority be delegated to the Director of Environment and Property
to agree the final details of the Transfer provided it is within
the approved sum of £4.9m plus relevant stamp duty, land tax
and legal fees.
6. That
authority be delegated the Director of Environment and Property, in
liaison with the RDF Investment Committee (which includes the
Section 151 Officer), to approve any negotiated surrender premiums
and/or Statutory Compensation payments (out of Town Deal RDF funds
held) required to secure Vacant Possession, which is expected by
mid-2026.
