Purpose
To consider a lease agreement for Harben
House, Newport Pagnell, to be managed by Milton Keynes City Council
as temporary accommodation whilst homeless decisions are
made.
Content
1.
That the public and press be excluded from the
meeting by virtue of Paragraph 3 (Information relating to the
Financial or Business Affairs of the Authority) of Part 1 of
Schedule 12A of the Local Government Act 1972, in order that the
meeting may consider the exempt Annex to the report.
2. That a
lease and accommodation services contract for a period of five
years, with a two-year break clause be agreed for the provision of
short-term temporary accommodation for homeless households with the
terms detailed within the exempt Annex.
3.
That authority be delegated to the Director of
Adult Services, to finalise the
arrangements for the operational procedures for the day-to-day
management of the Council’s Short Term Temporary
Accommodation at Harben House,
including:
(a) allocation of
accommodation/rooms for homeless households;
(b) ensuring that
homeless households move on from Harben
House once a decision is made on their homeless application which
should not exceed 90 days; and
(c) ensuring that short
term temporary accommodation services are delivered as set out in
the lease head of terms and the accommodation services contract
between MKCC, Lotustame Ltd and
National Hotel Services Ltd as detailed in the exempt
Annex.
4. That
authority be delegated to the Director of Adult Services to make
negotiate non-material changes to the terms of the lease. The lease
will be fixed in terms of the rent and the term, but non-material
changes can be made.
