Purpose

To consider approving the commencement of a
procurement framework to deliver a mental health pathway, which is
recommended in order to procure supported accommodation, floating
support and community support services under one area to support
with consistency and support the Council to have a compliant route
to increase and commission appropriate capacity as demand
increases, and services within this pathway are jointly funded with
the NHS.

Content

1.         That the
commencement of a tender process to setup a multi-supplier framework for mental
health services, be approved.? 

2.        
That the Council’s
resource allocation and spend approval of £1.2m (per annum),
comprising a total budget of £4.8m (which may be subject to
increase from inflation) over the entirety of the term of the
framework, be approved. An additional £0.171m will be contributed from CNWL
per annum; bringing total spend over the four years to
£5.5m.

3.        
That authority be
delegated to the Director of Adult Services
to call off
contracts completed via this framework and award any contract
extensions, subject to satisfactory performance.

4.         That the
extension period for the Mental Health Floating Support Service
Contract for up
to one year prior to a new service being called off from the
framework, be utilised.

5.         That the
contract for the Recovery College Community Support Service, which
was awarded on 3 February 2022 for three years via a Record of
Officer Decision (ROD), expires on 2 February 2025 with no option
to extend. Therefore, a non-compliant direct award via a ROD be
required to continue the current service for up to six months to
enable the tender of a new combined Community and Floating Support
Service via the Mental Health Framework.
