Option
4a was commended to Cabinet as the preferred option of the committee.

Following
scrutiny, a recommendation was put forward. The recommendation as set out below
was supported to Cabinet.

If
item 4a is accepted by cabinet that the council suspends enforcement of parking
restrictions during the transition and that we recommend that cabinet have an
emergency meeting to make this decision as soon as possible.
