Decision

1. That the content of the circulated report be noted, including previous feasibility work on tram-train and rail-based options in the Neath Valley.
2. That the strategic merit and potential benefits of the Swansea to Neath / Aberdulais tram-train proposal for Neath Port Talbot communities is taken into account, while noting that it remains a long-term proposal with significant cost, deliverability and regional dependency considerations.
3. That continued officer engagement be supported with Transport for Wales and regional partners, to seek ongoing consideration of the proposal alongside other regional rail priorities, and to present a further options report within 9 months.
4. That officers be supported while continuing to seek opportunities for alternative funding mechanisms that could progress the development of the scheme in collaboration with Transport for Wales and other relevant partners.
