Purpose

Following a review of site plans by Hampshire
County Council (HCC), concerns were raised regarding the
applicability of Part 12, Schedule 2 of the General Permitted
Development Order (GPDO) 2015.

A full application will be prepared and referred to April Planning
Committee

Due to the need for planning permission, and to ensure the project
proceeds on a fully compliant basis, the works should pause until
the appropriate approval route is in place.

Decision

To pause delivery of the Portakabin welfare
accommodation works pending the outcome of a full planning
application, following receipt of corrected planning advice
confirming that the proposed linked Portakabin welfare building
does not benefit from permitted development rights and therefore
requires express planning permission.

This pause includes agreement to the associated financial
implications arising from issuing a temporary stop works
instruction to the contractor.
