Purpose
The report sets out the key issues around the
formation of the Solent Mitigation Partnership which aims to
provide strategic mitigation for the increase in nutrient
deposition as a result of new development. This will be formalised
through the signing of an Inter Authority Agreement by all partners
who wish to participate.
The report recommends that the Inter Authority Agreement is signed
and that delegated authority is given to the Strategic Director for
Place, Operations and Sustainability to agree the Council as a
Benefiting Party for projects delivered through the agreement
utilising the Local Nutrient Mitigation Fund.
Decision
On 6 November 2024, Cllr Derek Tipp, the
Portfolio Holder for Planning and Economy made the following
decision:
1. That the proposed Inter Authority Agreement be signed, and
authority be delegated to the Strategic Director for Place,
Operations and Sustainability, to enter into the final agreement,
including any minor amendments, following consultation with the
Council’s S151 Officer and the Planning and Economy Portfolio
Holder.
2. That authority be delegated to the Strategic Director for Place,
Operations and Sustainability to agree the Council as a Benefiting
Party for projects delivered through the Inter Authority Agreement,
following consultation with the Council’s S151 Officer and
the Planning and Economy Portfolio Holder.
Any member of the Council, who is not a Portfolio Holder, who
considers that this decision should be reviewed should give notice
using the call-in facility at the top of this page on the
Council’s intranet / extranet site. Alternatively, notice can
be given to the Monitoring Officer (Tanya Coulter) (in writing or
by e-mail) to be received ON OR BY 5.15 pm on 13 November
2024.
