Reasons for the decision

The site is located within the Countryside wherein policy ST07 of the North Devon and Torridge Local Plan (the Local Plan) states that development will be limited to that which is enabled to meet local economic and social needs, rural building reuse and development which is necessarily restricted to a Countryside location. Alternative options considered

There are no other actions the Council can take to remedy this breach of planning control. The owner has not complied and will not comply unless formal action is taken. The owner has advised the Council that part of the development is more than 4 years told but has not submitted a Certificate of Lawfulness to prove this at the date of drafting this report.
