To waive the request for waiver and award the
contract to Freedom Community Alliance in relation to the contract
for Temporary Accommodation Service Support

Reasons for the decision

Permission to set aside the requirements of
the Contract Procedure Rules to continue to procure rough sleeper
temporary accommodation and support via Freedom Community Alliance
at cost of £37,500 a year

Alternative options considered

I can confirm that I have sought all relevant
procurement advice and consider that it is appropriate that this
requirement be waived for the following reason:

It is not appropriate in the circumstances for quotes to be
obtained from more than one supplier
