To progress to the next stage of the 3G
football pitch development via the football foundation framework,
and provide a letter of intent to Lano Sports NV to progress the
works in line with the agreed programme.

Reasons for the decision

As highlighted in the cabinet report on 24 Nov
2022 & 21st Nov 2024:

Following a Football Foundation Board meeting, the Council received
an offer from the Football Foundation on 21st October 2024
approving 75% of the total project cost of £1,042,609, which
is a maximum contribution of £786,409. The remaining cost
will be covered by the Councils contribution of £250,000
(Existing budget) and through partnership contributions totalling
£6,200. The overall project sum includes a 5% contingency of
£49,243 which should de-risk any potential issues
encountered. However, it should be noted the Council would be
liable for further costs should anything arise outside of the
planned works.

We are now in a position to progress to the next stage of the 3G
football pitch development via the football foundation framework,
through an initial letter of intent to Lano Sports NV to progress
the works in line with the agreed programme.

This will allow Lano to proceed with pre-contract programming,
mobilisation, site set up and placing orders for the whole of the
works and to place orders for design and work or materials from
domestic sub-contractors and designers and the commencement and
carrying out of the work.

The 3G cost is in line with the agreed budget and the tender sum is
identified as £1,001,705.00.

Pre-commencement planning conditions have been discharged.

The contract period will be 21 calendar weeks, commencing on Monday
21st July 2025 with completion by Friday 12th December 2025.

Alternative options considered

Don’t progress further and retain a
grass pitch. This would mean the 3G development isn’t
delivered.
