To APPROVE the granting of a new licence
agreement for the Dronfield Outdoor Market (Mr N Simper) to now be
held on the new dedicated event space area outside Dronfield Active
leisure centre.

A copy of the location plan identifying the new event space area
can be seen at Appendix (1) of this report.

The market is held every Thursday and the licence fee to be charged
for this new arrangement is £50/month, with additional
electrical usage to be charged on a quarterly basis.

Reasons for the decision

Dronfield Outdoor Market has for many years
been held on the nearby Farwater Lane car-park area, which is not a
suitable location.

The current arrangements (which are also granted free of charge)
create issues around the one-way system in the car-park and also
requires the temporary closure (normally for around 8-hours) of a
number of car-parking spaces. There are potential risks to both the
visitors of the market and the users of the car-park.

The new dedicated event space area was created as part of the
recent Public Realm works that were completed at the Dronfield
Civic Centre and it was always intended that the market would trade
from this new location.

By supporting the relocation of the market to the newly established
events space, the Council Plan objective to create a place where
people enjoy spending time and promote the local leisure offer and
local events, can be maintained.

Alternative options considered

Allow the market to continue trading from its
current location – this was rejected as it would not resolve
the current issues mentioned above.

Additionally, the new event space was created specifically for this
purpose.
