To change the post title of the Managing
Director to Chief Executive Officer and put the Officer on the
Joint National Committee for Chief Executive Officers of Local
Authorities Conditions of Service.

Reasons for the decision

Please see the attached report which was
presented to the multi-party Member Senior Pay Working Group on 2nd
February 2026. This explains the reasons for the change in terms of
the use of the title Chief Executive Officer nationally and
regionally and why it could potentially disadvantage both the
Officer and the Council in dealing with LGR.

The Senior Pay Working Group (which Met on the 2nd of February
2026) were of the opinion that the Officer’s title should be
changed to Chief Executive Officer in the light of the arguments in
the report. This has informed the decision in this DD.

The change is to take effect from the 2nd February 2026.

Alternative options considered

Not to change the title. This is rejected in
view of the disadvantage to the Officer and the Council that could
arise from not changing the title.
