Purpose

Delegated decision required from the Director of
Childrens Services and/or Chief
Executive to commit to the development phase between October
25-March 26 of identifying at least one Best Start Family Hub in
the authority which will offer parenting and home learning
environment support in an area of deprivation in line with the
Giving Every Child the Best Start in Life policy published in July
25. This has to be made by
8th August 2025 although notice to do this was only
received from the Department for Education on 18th July
2025. This is not a legally binding decision.
