•Air Source Heat Pump Servicing
•Ground Source Heat Pump Serving
•Air Source Heat Pump Installation
The procurement route is a further competition through Efficiency
North’s Heating, Electrical and Roofing framework.

Decision

To utilise a further competition through
Efficiency North’s Heating, Electrical and Roofing framework
and Installation, Responsive Repair, Maintenance DPS for the
procurement of the following contracts:

• Gas Service and Maintenance (social housing)
• Gas Service and Maintenance (commercial)
• Boiler Replacements
• Air Source Heat Pump Servicing
• Ground Source Heat Pump Serving
• Air Source Heat Pump Installation

Reasons for the decision

Both the Heating, Electrical and Roofing (HER)
framework and Installation, Responsive Repair, Maintenance DPS
offer compliant routes to market. Both the framework and DPS allow
access to a wide range of pre-qualified contractors ensuring
competition when utilising a further competition to deliver value.
This also allows the procurement of all contracts in one exercise,
aligning the contract terms following LGR. Efficiency North are
also able assist with the development of tender
documents.

Alternative options considered

Open Procedure was rejected due to the
timeframe involved and the additional resources required to deliver
these contracts through this method.
