Purpose

To identify how the provision of Highway
Engineering Design and Consultancy services will be provided to
North Yorkshire Council from 1 April 2024 as the current contract
comes to an end on 31 March 2024.
The report was provided in two stages; Stage 1 detailed six
potential options, and it was recommended that two options be
considered further (options 2 and 3). Stage 2 reviewed these
options in more detail and provided a final recommendation for the
new arrangement for these services.
The decision required is approval for option 3, Align Property
Partners to provide the core services from 1 April 2024, supporting
the Council’s in-house design team, with specialist services
provided through an existing external multi-supplier
framework.

Decision

To approve the transfer of the Council’s
engineering design and consultancy services to Align Property
Services for the provision of core services, to top up the existing
in-house design provision and the use of an external
multi-consultant framework for specialist services from 01 April
2024.
