The decision is required to undertake the
procurement for a contract for the servicing, repairs, and
maintenance of solar panels installed on social housing across
North Yorkshire.

Decision

To procure a contract for the servicing,
repairs and maintenance of solar panels via a further competition
on Procure Plus’ Retrofit Program Delivery Services
DPS

Reasons for the decision

Several routes to market were identified such
as further competition, direct award and an open tender. The
decision to utilise a further competition through Procure
Plus’s Retrofit DPS was due to the large number of suppliers
on the DPS that will increase competition and add value.

Alternative options considered

A direct award was discussed but rejected as
there is time available to run a further competition which will add
value through competitive pricing.
There are several alternative frameworks and DPS providers that
offered feasible and compliant routes to market. Procure Plus was
chosen due to the large number of contractors onboarded as well as
their experience delivering similar procurements.
