Purpose
To provide the Leader of the Council with the
proposed response to the Ministry of Housing, Communities &
Local Government consultation on the proposed reforms to the
National Planning Policy Framework (NPPF) and other changes to the
planning system, to seek further views and approval to submit the
response.
Decision
That the Corporate Director of Community
Development in consultation with the Council Leader and Executive
Member for Open to Business agree the content of the response back
to the Ministry of Housing Communities and Local Government on the
recent consultation concerning: Proposed reforms to the National
Planning Policy Framework and other changes to the planning
system
Reasons for the decision
To provide a response back to the Government
on the proposed changes to National Planning Policy Framework,
changes to the Standard method for calculating local housing need,
and proposed interim/transitional arrangements regarding how these
proposals would be treated in both development management and
planning policy, and to set out how these changes could effect the
operation and delivery of planning services in North
Yorkshire.
Alternative options considered
It is the Council’s response to a
government consultation. In order to prepare a response, a series
of briefings with Members were held, a range of Council services
with links to planning, and the planning service were
consulted.
