regime for relevant protected caravan sites (ie sites that are
occupied on a permanent residential basis and where a charging
regime is in place) and charging a fee for the activities of the
testing regime.
The Mobile Homes (Requirement for Manager of Site to be a Fit and
Proper Person) (England) Regulations 2020 are made under the
Caravan Sites and Control of Development Act 1960 following the
power in the Mobile Homes Act 2013 creates a requirement for
relevant protected sites to be managed by a fit and proper
person.
Fees Policies must be published

Decision

The NYC Park Home Fees Policy 2025-27 as
detailed in Appendix 1 of the report is approved;
and the NYC Park Home Fit and Proper Person Fees Policy 2025-26, as
detailed in Appendix 2 of the report is approved.

These policies will come into effect on 4 June 2025, and not 1 June
2025 as indicated in the report.
