Decision
It is recommended that the Corporate Director
– Environment, in consultation with the Corporate Director
– Resources, the Assistant Chief Executive Legal and
Democratic Services, the Executive Member for Highways and
Transportation and the Executive Member for Finance to:
i. agree to enter into the construction contract necessary to
deliver the Selby TCF project with Galliford Infrastructure
Ltd;
ii. agree to the appointment of external NEC 4 Project Manager and
Supervisor roles necessary to deliver the Selby TCF project.
iii. Approve the utilisation of up to £307,000 of the
previously agreed NYC reserve to deliver the scheme as per the
current Stage 2 contract (i.e. excluding the Park and Plaza)
and;
iv. agree to receive a future report to utilise either the balance
of the reserve and / or alternative funding for the re-scoping of
omitted elements of the scheme by way of Compensation Event post
contract entry.
Reasons for the decision
To obtain approval to enter into construction
contracts and procure the necessary professional services to
deliver the Selby Transforming Cities Fund Project (Selby
TCF).
Alternative options considered
Do not proceed with scheme – Selby TCF
programme will not be delivered and none of the outcomes
realised.
Seek alternative contractor to deliver the scheme –
Contractor has been employed on a 2 Stage ECI contract and has
developed scheme in line with the requirements of the Council on an
open book basis. The contractor’s tendered prices are in
accordance with BCI rates.
