Purpose

To commence with the establishment of a
framework to procure all types of transport provision for Home to
School, Local Bus, Social Care and other miscellaneous
requirements.

Decision

To proceed with the introduction of an Open
Framework for the future procurement of transport
services.

Reasons for the decision

To allow continuation of service delivery
whilst also helping achieve value for money from the council. A
procurement framework is an establish method of procuring services
with an “open framework” being the compliant route to
market under the new regulations.

Alternative options considered

The alternative option would be to procure
services using a traditional competitive process, rather than
through this “open framework” approach. The reason that
option was discounted is because based on feedback from other local
authorities and through market engagement, an open framework is
considered to offer best value for the council.
