Decision

The Corporate Director Community Development
in consultation with the Assistant Director Resources (Community
Development) approved the submission of an Online Expression of
Interest, and if successful an application for funding of
£165,000 from the Arts Council’s Creative Foundations
Fund for the introduction protective security measures at
Scarborough Spa.

Reasons for the decision

This project is critical in enhancing the
safety and security of Scarborough Spa. The proposed security
improvements directly address emerging threats as outlined in the
Terrorism (Protection of Premises) Act 2025, ensuring compliance
with statutory requirements and reducing legal and operational
risks.

Alternative options considered

We considered maintaining current security
arrangements with only minor procedural updates (e.g. additional
signage or staff briefings). However, this option was quickly ruled
out as insufficient to meet the Enhanced Tier requirements of the
Terrorism (Protection of Premises) Act 2025 and would not
adequately address identified vulnerabilities, particularly around
crowd ingress/egress and vehicle access.
