Purpose

To present options for addressing significant
structural concerns at a block of flats at Princess Close, Ripon.
The report outlines three options: Retain and Monitor, Remedial
Works, and Demolition. The report seeks a steer from the Executive
Member on the preferred option, noting that demolition is the
preferred option for officers as the safest and most cost-effective
solution.

Decision

Approval to proceed with Option 3 - Demolition
of the block at Nos. 1 - 7 Princess Close, Ripon. Officers will
undertake an options appraisal to determine the most appropriate
future use of the site following demolition.

Reasons for the decision

Extensive structural and geotechnical
investigations have confirmed severe ground instability at the
site, including gypsum dissolution, saturated peat, and drainage
failure. Retention or remedial works carry a high risk of sudden
collapse and offer no guarantee of long-term success. Demolition
removes immediate safety risks, legal liability, and insurance
exposure, while aligning with the Council’s priorities for
safe, sustainable housing stock and effective risk
management.

Alternative options considered

Three options were considered in detail.
Retaining and monitoring the building in its current vacant state
was rejected due to ongoing liability, safety risks, and
reputational concerns. Undertaking remedial works was discounted
because there was no guarantee that such measures would resolve the
underlying structural and geological issues, leaving the building
vulnerable to future movement and failure. Disposal of the site in
its current condition was also considered but discounted due to
significant structural and geological risks, legal constraints, and
the likelihood of limited market interest. Demolition was therefore
identified as the most appropriate and responsible course of
action.
